The socio-economy in mountainous areas and ethnic minorities has changed positively

​The province now has over 194,000 ethnic minorities, of which 3 are ethnic minorities who have been settled for a long time and have a high proportion of the population of H're, Cor and Ca Dong and the rest are other ethnic minorities. 

Over 5 years of implementing the determination to correspond to the Congress of Ethnic Minorities deputies for the term 2015-2019, the socio-economic aspect of ethnic minority areas has changed. The traditional cultural identity is preserved and promoted.

Change is quite comprehensive

In 5 years (2015-2019), the Party and the State have concentrated a lot of resources to invest in mountainous areas and ethnic minorities. The poverty reduction policy programs, Program 30a and Program 135 have been invested and implemented quite synchronously, contributing to promoting socio-economic development in mountainous areas and ethnic minority areas of the province.

By the end of 2018, the production value of the whole mountainous region reached over 5,162 billion VND.

In particular, the industry-construction sector reached over VND 2,116 billion; service - trade sector reached VND 990.7 billion; agriculture and forestry production sector reached 2,055 billion dong.

Average income per capita in 2018 was estimated at 57.8 million VND / person / year; the average income of ethnic minority households was estimated at VND 24 million / person / year. Economic structure of mountainous areas by the end of 2018: Agriculture, forestry and fishery accounted for nearly 40%; Industry-Construction accounted for more than 41% and Services accounted for over 19%.

The change of infrastructure system was most noticeable in ethnic minority and mountainous areas of the province.

Currently, all communes in the mountainous and ethnic minority areas have motorable roads to the communes; 98.7% of households access to electricity; 91% of households use clean domestic water; 90% of households have audio-visual equipment; over 90% of EM households have insurance cards.

The system of classrooms and official residences for teachers has also been interested in construction, basically meeting the requirements of teaching and learning at all levels. The quality of education was significantly improved.

The ethnic minority and mountainous areas of the province have basically completed the illiteracy eradication program, universal primary education and lower secondary education.

Up to now, 72% of communes have solid schools. There are 15 schools meeting national standards. The rate of mobilization of school-age students at preschool reaches 94.8%, primary education reaches 98.38%, junior secondary education reaches 94.5%.

Health networks in mountainous areas and ethnic minority areas are increasingly developed and solidly invested. Health care for the people is concerned, so far 58/67 health stations have been invested to build solidly to meet the standards of facilities, 42/67 communal health stations meet national standards of medicine.

Training human resources to meet the requirements of socio-economic development in mountainous areas and ethnic minority areas has been also the important tasks that the province has focused on implementing in recent years.

The election program has created a source and formed a contingent of officials at all levels who are ethnic minorities, making an important contribution in the process of improving the quality of human resources and socio-economic development in ethnic minority and mountainous areas of the province.

The planning, employment and arrangement of ethnic minority officials are of interest to all levels and branches; step by step ensure the correct structure, composition, titles and ratio in the party committees, agencies and units; conservation and promotion of tangible and intangible cultural values ​​continue to be paid attention to.

The role of village elders and prestigious people in ethnic minority communities has been promoted widely, contributing to the various levels of government in preserving and promoting the traditional cultural identity of the nation. Social order and safety in mountainous areas and ethnic minority areas are maintained.

After 5 years of implementing the determination of the Second Provincial Congress of Ethnic Minorities, the implementation of programs, policies and projects have improved the ethnic minority areas of the province, helping people to have conditions for economic development, poverty reduction.

By the end of 2018, the whole province had 33,381 poor households, accounting for 9.39%; in which, poor ethnic minority households are 18,228 households, accounting for 54.61%.

In 06 mountainous districts, at the end of 2018, there were 19,633 poor households, accounting for 31.44%, down 2.41% compared to the end of 2014.

Solutions for socio-economic development of ethnic minority areas

Ethnic affairs and implementation of ethnic policies are the tasks of the entire political system in the province. This is a strategic, basic, long-term problem. It is also an urgent issue in the current period of government and people in the province.

In order to develop the socio-economic development of ethnic minority areas, Quang Ngai province needs to persevere and consistently implement the policies of equal ethnic groups, solidarity, respect and help each other to make progress in all programs, policy; effectively exploit the potentials and strengths of ethnic minority areas to comprehensively develop politics, economy, culture, society and national defense and security; prioritize infrastructure development, sustainable poverty reduction and human resource development, building a contingent of ethnic minority officials; preserve and promote the values, cultural identity of ethnic minorities in the province.

In order to achieve that goal, the party committees and local governments should continue to organize the effective implementation of the Scheme to boost socio-economic development. They strive for rapid and sustainable poverty reduction in 6 regional districts mountains of the province, the period 2016-2020 and orientation to 2025.

In particular, they will promote the development of agricultural and forestry production; transfer and apply scientific and technological advances in agricultural and forestry production; research, develop, transfer and replicate highly effective agricultural and forestry production models suitable to the production conditions of ethnic minorities and mountainous areas. There are mechanisms and policies to support the consumption of products of ethnic minorities.

At the same time, they effectively implement programs, projects and policies for ethnic minorities, such as Program 135; policies to support residential land, production land, daily-life water; policies to support migration, implementation of sedentarization and settlement; land and forest allocation policies; preferential credit policies, labor export for ethnic minorities particularly difficult to develop production, improve living standards, etc.

Besides, they focus on building an overall program on human resource development, human resources planning, the education of high quality human resources who are ethnic minorities; ensure a reasonable rate and structure of ethnic minority officials in the political system at all levels in ethnic minority areas.

They strive to make the mountainous area and ethnic minority areas of the province become an area with better and better material and spiritual life, ensuring sustainable development not only for mountainous areas, but also for the whole province.
